If, due to armor, a character's Movement/General Prowess rating is reduced to a negative number, is this converted into a positive shift for the attacking enemy? Thanks.

Yes, that's what it ends up being. You subtract the target's movement from the attacker's talent rating. Obviously, subtracting a negative number is the same thing as adding a positive one, so the attacker gets a bonus for smacking someone so movement-impaired.

Thanks. I figured as much. I'm trying to comprehend all the effects of modifications to movement, etc... May have overloaded myself.
