For now I'll call this the "Full Finesse Index Threshhold" or "FFIT". Or think of it as "Flip Flop Index Threshold" because it involves flip flopping the d100 roll if you want.
The idea is pretty simple, after so many column shifts, your dice mechanics change to help you get a better result. In essence a bell curve kicks in that favors your skill.
The progression would go
+1cs
+2cs
+3cs
Partial Finesse
Full Finesse
When you reach a "Partial Finesse" you roll the d100, but get to choose the high die after you've rolled. So a 48 can be read as a 84. If you had rolled a 33, the result is a 33 not matter what dice is the high one.
When you achieve "Full Finesse", you roll the d100 and get to choose the high die after you've rolled, but in addition if the results ends in a "5" or a "0", you get to shift the color result to the next level. For example, if you rolled "5" and "4" on d100, you'd probably want to choose the 4 as the high die for a roll of "45". Then you get to shift the color result to the next highest level.
The cool factor kicks in when you combine Harn style combat tables with the FASERIP mechanics.
Take the weapon comparison table for example.

A weapon with a Attack aspect of 5 would be like a 2-handed sword or battle axe. A defensive rating of 0 is a person unarmed.
On the chart you'll notice how usefull shields are. The Defender with a shield is going to get a good defensive bonus because the have more chances for either Partial or Full Finesse.
Here is another table I created that is inspired by Harn. This is the "Attacker Melee Resolution Table". Meaning the that has the highest iniative is attacking with a melee weapon like a sword, and the defender has to choose one of four actions: either Block, Counterstrike, Dodge or Grapple. The Ignore is when the defender is unaware of you, like if you sneaked up from behind. You'll notice the option of Counterstrike can be very bloody for the defender.
