... has no specific reason to take more'n a level. Is the two-weapon talent subbed for whatever skill the PC has with each weapon singly? Is the skill or talent level indicative of what combinations the PC knows( one combo per level or whatever)?
Am I missing something vital again that would explain this?

I can't find anything in the document stating what two weapon fighting talent does other than make it possible to do so. The talent is seemingly to valuable to be so inexpensive-- so what I'm going to do for my game is just to make each two-weapon combo a seperate purchase( if you haven't the foresight to get two weapon at creation then that first combo will cost you extra-- five points I believe). Each level of talent gets you one more combo.

As I read it: 1) you must indeed purchase two-weapon fighting for each combo 2) your main hand attack is resolved normally 3) a -3 penalty is applied to the off-hand attack. If you didn't have two-weapon fighting, I would say that the -3 penalty applies to both attacks rather than just the off-hand one. The Good Assyrian asked the same question a while back. The skill seemed like a great deal-- but yeah the purchase of each combo seperately is the way I'm going to do it.
We're running a Restoration Era London ZeFRS campaign before the balance of the Conan players show up-- so two weapon fighting became more important suddenly.
